Needed
:

* Paint Shop Pro (This is done using 9, has been tested in 8, and should work in 10 also)
* Penta Filters Color Dot & Dot and Cross
(Dot and Cross is part of the Garbage Collection)
For more information on Penta Filters Visit their website Here
* 3 tubes (2 that are misted or will look good muted & one Non Misted Tube that will look good as the focal point in the middle)
*You can add more tubes or accents if you'd like..Just position them nicely on your header and lower opacity accordingly*
* 2 Fonts of your choice (I used Narnia BLL and Old Paris Nouveau)

Let's Make The Frame

1.  Start with a new image 450x350
Choose 2 colors from your tubes that will look good together. One dark and one lighter.. (A trick I use after I have chosen my 2 colors is I open a new image 100x100 and I flood fill 2 new images like this with each of my colors so I don't lose them..And keep them handy and in sight)

2.  Flood fill your new image with the first color you chose (The darker one)
You will need 3 tubes (1-2 misted tubes works well) and 1 regular (Non Misted tube)...

3.  After you have flood filled with the color of your choice, go to adjust/add-remove noise/ Add Noise at 15 strengh Gaussian with Monocrome checked...

4.  Go to your 2 misted tubes, or 2 that will look good muted.....
You can either resize these tubes now or resize them after you have added them to your new image that we have just flood filled and added noise to.
If you want to resize now, you can resize them 80 percent and that should be a good size to fit on the header...Make sure to "Adjust/Sharpen" after you have resized also....

5.  Next click on your first tube and edit copy...Go to your header and edit, paste/ paste as a new layer. Position this first tube in one of your top corners.

6.  Go to your second tube and do the same, postion it in the opposite corner.

7.  Turn the visibility off on your bottom layer by x'ing the eye on the bottom layer...Now go to Layer/Merge/Visible...

8.  You should now have 2 layers...your bottom layer with the noise added and the layer with your two tubes....Highlight the layer with your two tubes on them and lower the opacity to 50%.....Make sure your bottom layer is now visible again also by unchecking the Eye....

9.  Make sure your layer with your merged tubes is highlighted in the layers palette and we will now add your third tube...
Go to your third tube and Edit/Copy and then on your header Edit/Paste as New Layer....
You will want this tube a little larger so that is why I didn't say to resize it.
If your tube is tall, You will just be using the top half of it....If after you've added this tube and it seems to large, you can resize it by making sure that layer is highlighted and go to Image/Resize ...Make sure Resize all Layers is Unchecked....and resize it by 80-85 percent or what works best for your tube....
Postion this tube in the middle of your header...Between your two muted ones.

10.  Now we are going to add the box that your writing will go in...
Go to your selection tool...Rectangle/Replace/Feather at 2 and anti-alias checked....
Now starting at your headers left side near the bottom but not all the way at the bottom, Use your Selection tool to make a box that spreads all the way over to the right side...
**You don't want to make this box to wide....But wide enough to put some writing in... do not deselect...**

11.  Now go to Layer/Add new raster layer/and flood fill with your second (Lighter) color.

12.  Next go to Effects/Texture Effects/Blinds and your settings will be Width 3 Opacity 40 Color will be your dark background color Horizontal and Light from top/left both checked....

13.  Do not deselect...Instead go to Selections/Modify/Expand by 2....Then go to Layer/New raster layer/ and flood fill this new layer with either your first darker color or black..

14.  Go to Selections/Select None...and move this black/dark  layer down one...

15.  Turn off the visibility on all of your layers except the 2 top ones....make sure one of the top two are highlighted and go to Layers/Merge/Merge Visible...Now lower the Opacity of this layer to 90

16.  Turn the visibility back on all layers....and go to Layers/Merge/Merge Visible....

17.  Now go to Image/Add Border/ Add a 2 pixel border in your light color (Symetric will stay checked throughout tutorial)...
Then Add another 2 pixel border in either black or your first darker color, and then another 2 pixel border in your light color...

18.  Next add a 10 pixel border in your dark background color....Go to your magic wand with these settings:
Replace/RGB Value/Tolerance 0/Sample Merged & Contiguous both checked/Feather 0/Anti-Alias checked/Outside

19.  Select the last border we just added with your magic wand...and go to Effects and click on your Penta.com Plugin/Dot and Cross with these settings: 72-10-2
Selections/Select None
Add a 2 Pixel Border Light, 2 Pixel Border in your dark color, 2 Pixel Border in light....

20.  Next add a 20 pixel border in your dark background color....Select it with your magic wand with the same settings as before, and go to Your Penta.com plugin again, and click on Color Dot with these settings: 90-2-255-255-255 Selections/Select None....

21.  Add a 2 Pixel border light color, Add a 2 pixel border using your dark background color, Add a 2 pixel border light color

22.  Next Go to Image/Resize/and resize by 85% Bicubic.....

23.  Now go to Selections/Select All/Modify/Contract by 23

24.  Next go to Effects/3D Effects/Drop Shadow Vertical and Horizontal 2/ Opacity 50/Blur 2/Color Black
Go back to Effects/3D Effects/Drop Shadow with the same settings except change the Vertical and Horizontal to -2

25.  Selections/Select None

26.  Watermark your header
Add whatever text you would like in your box (After I have added my text, I like to use a drop shadow on it with the following settings: Horizontal & Vertical 1/Opacity 47/Blur 1/Color Black

Now Export your header to the JPEG Optimizer at 15 and Save it.....

Now Let's Make Your Background
...

27.  Open a new image 100x100 and flood fill with your second lighter color...

28.  Go To Effects and Penta Color Dot with these settings: 90-2-255-255-255

29.  Next go to "Image" and add a 2 pixel border in black

30.  Now go to Effects/Image Effects/Seamless Tiling with these settings: Edge and Vertical...

31.  Layer/Promote Background Layer.....

If your screen resolution is larger, you can use a larger number instead of 1400...Please adjust it according to your needs
